Statement on Delay in Production of Draft Accounts for the Financial Year 2024/25
In accordance with the Accounts and Audit Regulations 2015, the York and North Yorkshire Combined Authority (YNYCA) is required to publish its draft Statement of Accounts for the financial year ending 31 March 2025 by 30 June 2025.
Due to complexities in consolidating financial data across multiple systems and service areas to facilitate the first-year integration of Policing, Fire and Rescue, and General Budgets into a single set of financial statements, the Authority is unable to meet this statutory deadline.
The Authority is actively working to finalise the draft accounts and will publish its draft statements following completion of necessary financial reconciliations and assurance processes.
This delay does not impact the Authority’s commitment to financial transparency and accountability, and steps have been taken to ensure that the final accounts will be fully compliant with statutory requirements and subject to appropriate governance oversight, including the statutory public inspection period which will commence as soon as the draft financial statements are published

The Combined Authority’s Pay Policy Statement sets out the Combined Authority’s Pay Policy in relation to the remuneration of its employees in accordance with section 38 of the Localism Act 2011.

The Annual Statement of Accounts:
- Provides a full and understandable explanation of the financial position of the Combined Authority and the financial performance for the year
- Shows confidence that public money entrusted with the Combined Authority has been used and accounted for in an appropriate manner
- Provides assurance that the financial position of the Combined Authority is sound and secure

- Looks back over the past year and shows where the Combined Authority has demonstrated good governance

What happens next?
The Monitoring Officer will then assess the complaint, in consultation with the independent person for standards, in accordance with the local assessment criteria. The criteria and procedure for dealing with standards complaints is set out in the standards arrangement document.
