York and North Yorkshire Combined Authority (YNYCA) is committed to building an integrated, inclusive and responsive skills system that supports economic growth, productivity and progression across York and North Yorkshire. Through this Apprenticeship Levy Transfer Scheme, large levy‑paying employers can now transfer up to 50% of their annual apprenticeship levy funds to other employers, in line with national apprenticeship funding rules updated in April 2024.

The scheme supports:

  • Apprenticeship starts that respond directly to local labour market needs
  • Small and medium‑sized enterprises (SMEs) that would otherwise struggle to access apprenticeship funding
  • Progression, upskilling and workforce sustainability across priority sectors

We can help organisations that are experiencing challenges in securing funding for apprenticeships, whether or not they currently pay the levy.

What does an apprenticeship levy transfer cover?

An apprenticeship levy transfer covers 100% of the training and assessment costs associated with an approved apprenticeship standard.

This funding is paid directly to the training provider, meaning employers are not responsible for these specific costs. However, the transfer does not cover additional expenses such as wages, travel, or other employment-related costs, which remain the responsibility of the employer.

What is YNYCA’s governance process for the levy transfer funding process?

As part of YNYCA’s governance process, the following form part of the levy transfer process:

  • Memorandum of Understanding (MoU) – setting out roles, responsibilities and conditions of levy transfer funding. This would be completed following an employer being provisionally accepted for levy transfer funding.
  • Due Diligence Declaration – confirming organisational compliance, financial probity and eligibility. Following completing the application form, this is to be completed and sent to HR-OD@yorknorthyorks-ca.gov.uk as part of the application.

These documents are required before levy funds can be transferred.
