Meetings of the Combined Authority

Agendas and reports for all formal meetings of the Combined Authority are published five clear working days before the meeting.

Draft minutes are published within 5 working days of a meeting and are subject to approval at the next ordinary meeting.

Forward Plan

The forward plan contains details of all forthcoming decisions of the Combined Authority’s Cabinet. It will be published at least 28 days before the start of the period covered in the plan.

Some decisions are deemed as a key decision which means a decision which is likely to:

    • result in the Combined Authority or the Mayor incurring significant expenditure, or making significant savings, having regard to the Combined Authority’s budget for the service or function to which the decision relates; or to be
    • significant in terms of its effects on persons living or working in an area comprising 2 or more electoral wards or divisions in the Combined Authority’s area

The forward plan will be published at least 28 days before the start of the period covered in the plan. It will be published on this website and made available at the Combined Authority’s offices. Exempt information need not be included in the forward plan and confidential information cannot be included.

Public participation

Members of the public may ask questions or make statements at meetings of the Combined Authority, including the Overview and Scrutiny Committee and the Audit and Governance Committee.

Members of the public may submit one question or statement – only one question or statement can made on behalf of one organisation. You must give notice and provide the text of your question or statement to democratic services no later than midday, two working days before the meeting. You can find contact details on the agenda front sheet for the meeting, available below.

Members of the public who have given notice will be invited to speak either:
• at the public participation agenda item if their question or statement relates to matters which are not otherwise on the agenda; or
• when the relevant agenda item is being considered if they wish to speak on an item which is on the agenda for the meeting.

At the meeting:
• each speaker should limit themselves to no more than three minutes
• one supplementary question may be put without notice in response to the reply received – the question must arise directly out of the original question or the reply and is permitted solely for the purpose of clarifying the information provided in response to the original question

Joint Devolution Committee

The Joint Committee oversaw and made decisions for the devolution deal before the creation of a mayoral combined authority was considered jointly by members of North Yorkshire Council and the City of York. Find out more about these meetings.
